MMDA ORDERS FOUR-DAY WORKWEEK TO SAVE ENERGY

The Metro Manila Development Authority (MMDA) has announced the implementation of a four-day workweek and additional energy conservation measures following President Ferdinand Marcos Jr.’s directive in response to the ongoing Middle East conflict affecting global oil supplies.

Under MMDA Memorandum Circular No. 05, series of 2026, the new arrangement will begin on March 9 and apply to selected personnel performing support functions at the agency’s new building in Pasig City.

Affected employees will work 10 hours a day from Monday to Thursday to complete the required 40-hour workweek, with Fridays through Sundays serving as rest days. The prescribed schedule runs from 7 a.m. to 6 p.m., in line with Civil Service Commission policies on flexible work arrangements.

The agency clarified that overtime pay beyond the allotted hours—except on Saturdays or holidays—will not be allowed.

“This arrangement aims to optimize the use of office facilities, reduce energy consumption, and promote a more efficient and sustainable work environment while ensuring that the agency’s mandates and services to the public remain uninterrupted,” the memorandum stated.

As part of energy-saving measures, office air-conditioning units must maintain a thermostat setting of 24°C, while lights and non-essential electrical equipment should be switched off during lunch breaks.

The policy will not apply to personnel performing essential, field, operational, or emergency response duties, including staff under the Operations Monitoring and Control Group—Metrobase and those implementing the No Physical Contact Policy Program.

Meanwhile, MMDA also announced the temporary suspension of most shuttle services, except for the route between C-5 in Pasig City and EDSA (SM Megamall).
