The National Bureau of Investigation – Bulacan South District Office (NBI-BUSDO) has filed charges against former Bamban, Tarlac Mayor Alice Guo, also known as Guo Hua Ping, along with her family members over the alleged purchase of properties and establishment of businesses in Marilao, Bulacan.
In a Facebook post on Thursday, October 2, the NBI said its investigation revealed that Guo and several of her relatives were incorporators of multiple companies registered in the province.
“Investigation conducted by the NBI found that Alice Guo and other family members are incorporators of several companies, including QJJ Group of Companies Inc., QSeed Genetics Inc., QJJ Meat Shop Inc., QJJ Slaughter House Inc., QJJ Smelting Plant Inc., and QJJ Embroidery Center Inc. All of these companies share a principal address on Maligaya Street, Barangay Patubig, Marilao, Bulacan,” the NBI stated.
The bureau also disclosed that the property where these companies are based was purchased by Guo on October 5, 2010, for ₱2,000,000, covering 4,636 square meters, as reflected in the Absolute Deed of Sale and supporting documents obtained from the Registry of Deeds of Meycauayan City and the Tax Declarations of Marilao.
Further investigation showed that Alice Guo, along with Shiela Guo and Siemen Guo, declared themselves as Filipinos in the “Articles of Incorporation” of the said companies.
Charges filed against them include 30 counts of Simulation of Minimum Capital Stock under Section 2 of Commonwealth Act No. 108 (Anti-Dummy Law) and 4 counts of Falsification of Public Documents for falsifying applications for business, occupancy, and building permits.
Alice Guo also faces 6 additional counts of Falsification of Public Documents under Article 172 in relation to Article 171 (4) of the Revised Penal Code, for allegedly falsifying a Deed of Sale and documentary stamps.
It may be recalled that Guo was arrested on September 4, 2024, after being turned over by Indonesian authorities, following months in hiding amid investigations and controversy over her citizenship.
