NO SEPARATE BUDGET FOR ICI IN 2026 NATIONAL BUDGET

Senator Win Gatchalian confirmed Friday that the Independent Commission on Infrastructure (ICI) will not have a separate budget under the proposed ₱6.793 trillion 2026 national budget. Funding for the commission will continue to come from the Office of the President (OP).

“Ngayon, walang specific item para sa ICI. I believe kinukuha ito sa OP at sapat naman ang pondo ng OP para pondohan sila. Wala silang specific item,” Gatchalian said.

“Tuloy lang kung ano ang ginagawa nila this year, itutuloy lang para sa 2026,” he added.

Created under Executive Order No. 94 in September, the ICI received a ₱41 million budget for 2025 sourced from the OP’s contingency fund. Implementation of the budget was delayed until recently.

Former DPWH Secretary Rogelio “Babes” Singson had criticized the commission’s lack of budget and enabling laws to fully address corruption in infrastructure projects.

Meanwhile, the ICI welcomed President Ferdinand “Bongbong” Marcos Jr.’s push for the passage of the Independent People’s Commission (IPC) bill.
