NUP LAWMAKERS PUSH CONSTITUTIONAL CONVENTION TO REVISE 1987 CHARTER

Members of the National Unity Party (NUP) have renewed the call for Constitutional reform through a Constitutional Convention (Con-Con) under House Bill No. 5870, which aims to amend and revise the 1987 Constitution.

The bill, principally authored by Deputy Speaker Ronaldo Puno, along with Reps. Jeffrey Ferrer, Antolin Oreta III, Augustina Dominique Pancho, Danny Domingo, and others, cites the need to address “significant imperfections” in the current Charter — including vague language, drafting lapses, and procedural inconsistencies — which they say hinder reform, accountability, and public trust in government institutions.

Lawmakers argue that revising the Constitution is vital to modernize governance, strengthen institutional integrity, and restore public confidence.

The renewed effort follows the 2024 People’s Initiative drive, which also sought to push through Charter Change (Cha-Cha) but faced criticism and legal hurdles.
