OMBUDSMAN TO REVIEW AFFIDAVIT LINKED TO ALLEGED EX-MARINES

The Office of the Ombudsman announced Thursday that it will “carefully assess” the affidavit submitted by lawyer Levi Baligod regarding 18 alleged former soldiers, ensuring a thorough examination of both the credibility of the affiants and the evidence provided.

Baligod’s affidavit implicates seven senators, 26 House members, and officials from agencies including the Bureau of Corrections and the Department of Agriculture.

He alleged possible violations of Republic Act No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees, and Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act.

In a statement, the Ombudsman clarified that the submission is not yet a verified complaint.

“At this stage, the submission is in the nature of a transmittal of an affidavit and is not yet a verified complaint initiating formal proceedings,” the office explained.

“Consistent with established rules and procedures, the document will undergo the standard evaluation process of the Office. This includes a determination of sufficiency in form and substance, jurisdiction, and the existence of a prima facie basis to proceed, if warranted.”

The Ombudsman also reminded the public that the institution should not be used as a political battleground, given the high-profile individuals named.

“We emphasize that it cannot and should not be used as a political arena,” the statement added, underscoring its independence and adherence to due process.

The affidavit further alleged that Ombudsman Jesus Crispin “Boying” Remulla, during his tenure as justice secretary, held meetings with International Criminal Court staff. Remulla has yet to respond to the claims.

Reiterating its commitment to fairness, the Ombudsman concluded: “The Office will carefully assess not only the contents of the affidavit but also the credibility of the affiants and the supporting evidence presented.”
