The Philippine Amusement and Gaming Corporation (PAGCOR) reported lower revenues in 2025 following the government’s ban on offshore gaming operations.
In a statement, PAGCOR said its revenues declined to ₱106.03 billion in 2025, down 5.09% from the ₱111.72 billion recorded in 2024.
The gaming regulator attributed the drop largely to the absence of offshore gaming, which contributed nearly ₱3 billion to revenues the previous year.
President Ferdinand “Bongbong” Marcos Jr. ordered the ban on Philippine Offshore Gaming Operations (POGOs) during his 2024 State of the Nation Address, and later signed a law in 2025 declaring all POGOs illegal.
Aside from offshore gaming, PAGCOR cited weaker performance from land-based casinos as another factor behind the revenue decline.
Earnings from PAGCOR-operated casinos fell by 18.12% to ₱10.38 billion, while revenues from licensed casinos slipped 4.93% year-on-year to ₱1.44 billion.
PAGCOR chairman and CEO Alejandro Tengco said the downturn in brick-and-mortar casinos reflects shifting player preferences, with more customers moving to digital platforms.
Revenues from eBingo, eGames, and Bingo grantees rose by 9.3% to ₱53.33 billion, accounting for more than half of PAGCOR’s total revenues in 2025.
Despite lower earnings, PAGCOR remitted ₱45.19 billion to the national treasury last year and allocated ₱12.77 billion for socio-civic programs, including initiatives under the Office of the President.
