PALACE STILL REVIEWING FUTURE OF FLOOD CONTROL WATCHDOG

Malacañang on Monday confirmed that the fate of the Independent Commission for Infrastructure (ICI) remains under review, weeks after it submitted its long-awaited accomplishment report.

Communications Undersecretary and Palace Press Officer Claire Castro said the 125-day report has already been forwarded to the Office of the Executive Secretary, but she did not confirm whether President Ferdinand “Bongbong” Marcos Jr. has read or discussed it with ICI chairperson, retired Supreme Court Associate Justice Andres Reyes Jr.

Covering the period from September 15, 2025 to January 18, 2026, the report cited “substantial and measurable results,” including the referral of 131 individuals to the Office of the Ombudsman and the Department of Justice, multiple hearings with lawmakers and agency officials, and nationwide site inspections.

Among its most significant claims was the reported ₱24.7 billion worth of assets frozen or preserved with the assistance of the Anti-Money Laundering Council, involving thousands of bank accounts, as well as aircraft and real estate allegedly linked to irregular flood control projects.

The ICI was established through Executive Order No. 94 in September 2025 to investigate corruption and misuse of public funds in flood control works, following public outrage over repeated flooding incidents.

Despite the reported accomplishments, the commission’s future remains uncertain after two commissioners resigned.

Malacañang earlier said the President would decide whether to appoint replacements or determine the ICI’s next phase only after a full review of the report.
