PANGILINAN URGES MARCOS TO CERTIFY INDEPENDENT PEOPLE’S COMMISSION BILL AS URGENT

Senator Kiko Pangilinan has called on President Ferdinand “Bongbong” Marcos Jr. to certify as urgent Senate Bill 1215, which seeks to establish an Independent People’s Commission (IPC).

During the Senate Committee on Justice and Human Rights hearing on Wednesday, October 22, Pangilinan said the proposed body will cover all infrastructure-related projects, whether at the local or national level.

“It will ensure accountability in projects related to education, agriculture, flood control, disaster resilience, and others,” Pangilinan stated.

He explained that the IPC would be composed of five members jointly appointed by Congress and the judiciary, ensuring its independence from the executive branch.

According to the senator, the commission will have 60 days to investigate anomalies, and its findings must be made public within 30 days after completion.

“The delay of truth is the denial of justice,” he emphasized.

Hence, Pangilinan appealed to the President: “Hinihiling natin sa Pangulo na rin na i-certify as urgent itong panukalang batas na ito.”

It may be recalled that Senate President Vicente “Tito” Sotto III filed the bill in August 2025, aiming to probe corruption behind the government’s infrastructure projects.
