The Philippines dropped six spots to 120th out of 182 countries in the 2025 Corruption Perceptions Index (CPI), amid controversies such as the multibillion-peso flood control projects scandal—one of the country’s largest alleged corruption cases.
Compiled by Transparency International, the CPI measures public sector corruption based on bribery, diversion of funds, abuse of office, red tape, nepotism, financial disclosures, and whistleblower protections. Scores range from 0 (highly corrupt) to 100 (very clean).
The Philippines scored 32, below the global average of 42, down from 33 in 2024 when it ranked 114th.
