PNP ORDERS STRICT ENFORCEMENT OF SAFE SPACES ACT

The Philippine National Police (PNP) has directed police units nationwide to intensify enforcement of Republic Act No. 11313, also known as the Safe Spaces Act or “Bawal Bastos” Law, as the country observes International Women’s Month this March and prepares to mark International Women’s Day on March 8.

PNP chief Police General Jose Nartatez Jr. instructed commanders, particularly those in municipal and city police stations, to strengthen mechanisms for responding to gender-based harassment complaints.

“Part of our mandate is to ensure protection of the vulnerable sectors of our society. And this must come with an assurance of reliability and quick response in cases of calls for assistance relating to gender-based harassment,” Nartatez said in a statement Friday, March 6.

The Safe Spaces Act expanded the definition of sexual harassment, penalizing acts committed not only by individuals in positions of authority but also by peers, colleagues, and strangers. It covers harassment in public spaces, workplaces, schools, and online platforms.

Nartatez also urged police units to step up information and awareness campaigns in coordination with local government units and stakeholders, stressing that the initiative is part of broader efforts to address evolving forms of harassment.

“We want to assure our kababayan of the gender responsiveness of our existing protocols and procedures in handling cases of harassment and intimidation against women and other vulnerable sector of our society,” he added.

He emphasized that police officers play a crucial role as frontliners in protecting women and vulnerable groups across public and private spaces. Increased visibility and faster response, he said, are key to strengthening public trust in law enforcement.

Nartatez underscored that stricter implementation of the law sends a clear message: harassment and intimidation will not be tolerated.
