Ombudsman Jesus Crispin “Boying” Remulla revealed on Thursday, October 16, that contractor couple Curlee and Sarah Discaya denied their partnership details with CLTG Builders, a Davao City-based firm owned by the family of Senator Bong Go.
Remulla said the Discayas “need a reality check” and must face the truth about their involvement in the alleged ghost and substandard flood control projects across the country.
His statement came after the couple’s recent decision to withdraw cooperation from the Independent Commission for Infrastructure (ICI) — the body established by the Palace to investigate anomalies in government infrastructure projects.
According to Remulla, while the Discayas had previously provided authorities with information that could help build a case against retired Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo, their disclosures were “not enough.”
He added that the couple had been selective in what they shared, withholding critical information even from lawmakers.
“Pinipili lamang ng mag-asawang Discaya ang gusto nilang sabihin maging sa mga congressman at senador ay ayaw umano nilang sabihin lahat,” Remulla said.
Despite their refusal to cooperate, Remulla stressed that the Discayas cannot escape criminal prosecution, emphasizing that their only remaining option is to enter a plea bargain — to seek a reduced sentence in exchange for returning stolen government funds.
He further noted that the couple’s decision effectively closed their chance to become state witnesses.
Regardless of their choice, Remulla assured that the Ombudsman’s investigation will continue unaffected.
