The Office of the Ombudsman on Friday filed malversation and graft charges before the Sandiganbayan against former Senator Ramon “Bong” Revilla Jr. and six former Department of Public Works and Highways (DPWH) officials over an alleged ₱92.8-million “ghost” flood control project in Pandi, Bulacan.
Also named in the case were former DPWH officials Brice Hernandez, Jaypee Mendoza, Arjay Domasig, Emelita Juat, Juanito Mendoza, and Christina Pineda.
Prosecutors alleged that the respondents manipulated documents to facilitate the release of project funds.
“To facilitate the release of the entire project cost, the respondents falsified accomplishment reports, issued fraudulent billing documents, and endorsed disbursement vouchers,” Assistant Ombudsman Mico Clavano said during a press briefing.
Clavano stressed that accountability would be pursued without exception.
“The Ombudsman will pursue these cases without fear or favor,” he declared, adding that no bail was recommended for the malversation through falsification charge.
The charges stem from findings that the supposed flood control project was never implemented, with government funds allegedly siphoned off through falsified documentation. The case now awaits proceedings before the anti-graft court.
