ROMUALDEZ VOWS TRANSPARENCY, REFORMS AMID FLOOD CONTROL PROJECT SCANDAL

House Speaker Martin Romualdez on Friday said the House of Representatives stands firmly with the business sector and civil society in their call to end corruption in government, vowing that Congress will uphold transparency, accountability, and integrity.

“Let me be clear: the House of the People will never condone corruption, whether in public works, local governance, or any other area of government service. Allegations of wrongdoing must be investigated thoroughly and addressed decisively,” Romualdez declared.

He stressed his full support for independent scrutiny and fair prosecution to ensure that those who betray public trust are punished under the law.

The Speaker’s remarks came after business groups and civic organizations issued a strong joint statement demanding an end to corruption in the wake of ongoing investigations into anomalous flood control projects.

Romualdez said the House has already moved to implement reforms in the budget process to restore public trust and tighten accountability. Among these are:

  • Greater transparency in budget hearings and bicameral deliberations;
  • Stricter oversight of lump-sum and unprogrammed appropriations;
  • Active citizen and CSO engagement in the budget process;
  • Institutionalization of modernization measures for stricter monitoring.

“These reforms are not mere rhetoric—they are concrete actions designed to ensure that every peso in the national budget is allocated properly, spent prudently, and accounted for responsibly,” he said.

Romualdez urged business leaders, professionals, and civic groups to continue working closely with Congress to fully realize these reforms.

“Together, let us build a governance culture where every peso is protected, every project is transparent, and every public official is held to the highest standard of service,” he said.
