SPEAKER DY PUSHES MAGNA CARTA FOR BARANGAY OFFICIALS

House Speaker Faustino “Bojie” Dy III has called for the passage of a proposed Magna Carta for Barangay Officials, aimed at providing them dignity, protection, and stronger institutional support in carrying out their duties.

During a hearing of the House Committee on Local Government–Subcommittee on Local Officials and Personnel Dynamics on Thursday, Dy underscored the vital role of barangay officials, describing them as the government’s true frontliners.

Dy, who began his public service career as a barangay captain, is the principal author of House Bill 3533.

“The first responders. The first point of contact. The ones on the ground. Sila ang unang nilalapitan kapag may problema, unang kumikilos kapag may krisis, at kadalasan, sila rin ang huling umaalis kapag tapos na ang problema,” Dy said.

He noted that barangay officials are tasked with implementing government programs, crafting local ordinances through the sanggunian, mediating disputes under the Katarungang Pambarangay system, and working closely with law enforcement agencies to maintain peace and order.

Dy also recognized their crucial role during the COVID-19 pandemic.

“During COVID, our barangay officials saved us,” he said.

Under the proposed Magna Carta, Punong Barangays, barangay kagawads, Sangguniang Kabataan officials, and barangay personnel would be granted proper salaries and benefits, along with adequate facilities to effectively deliver services.

“This bill is about giving our barangay leaders the dignity and recognition they deserve. Kapag pinalakas natin ang barangay, mas nararamdaman ng taumbayan ang gobyerno,” Dy added.
