THREE DPWH OFFICIALS DISMISSED OVER BULACAN FLOOD CONTROL SCANDAL

Three officials from the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office have been dismissed from service following allegations of misusing public funds through anomalous flood control projects.

In a decision released on Monday, September 15, former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Jaypee Mendoza, and Accountant Juanito Mendoza were found guilty of administrative charges including “disloyalty to the Republic of the Philippines and to the Filipino People, Grave Misconduct, Gross Neglect of Duty, and Conduct Prejudicial to the Best Interest of the Service” under Sections 63(A)(1)(d), (f), (h), and A(2)(a) of the 2025 Rules on Administrative Cases in the Civil Service (RACCS).

The sanctions include perpetual disqualification from public office, barring them from holding any government position, whether appointed or elected.

The dismissals follow the earlier removal of former DPWH Bulacan 1st District Engineer Henry Alcantara, ordered by DPWH Secretary Vince Dizon.

Hernandez, Mendoza, and Alcantara are among the five individuals dubbed by Senate President Pro Tempore Ping Lacson as the “BGC Boys” or “Bulacan Group of Contractors,” accused of wasting public funds through gambling in casinos across Metro Manila, Cebu, and Pampanga.
