House Deputy Minority Leader and ACT Teachers Partylist Rep. Antonio Tinio has raised serious concerns over alleged irregularities in ₱4.35 billion worth of flood control projects along the Davao and Matina Rivers implemented between 2019 and 2022.
Tinio said that among 121 flood control projects worth over ₱6 billion, 80 contracts in the 1st District of Davao City, represented by Rep. Paolo Duterte, showed “red flags.”
“Our analysis reveals a pattern of irregularities that demands explanation and accountability,” Tinio said, citing indicators of “ghost projects, double funding, location changes, gross overpricing and contracts awarded without clear specifications.”
According to Tinio, 79 projects worth more than ₱4 billion were not part of the National Expenditure Program (NEP) submitted by Malacañang and were inserted during congressional deliberations. Some contracts were reportedly funded twice or implemented in locations different from those listed in the budget law.
He also noted that 62 projects totaling ₱3.44 billion lacked proper specifications, while 10 others worth ₱622.57 million were carried out despite being excluded from the national budget.
Among the firms awarded contracts were Rely Construction and Supply, Legacy Construction Corporation , and Abu Construction.
Tinio urged authorities to launch a full probe into all flood control projects in Davao, emphasizing: “This is about ensuring that every peso of public funds meant to protect our communities from flooding actually serves that purpose. Transparency and accountability must apply equally, whether in Bulacan, Davao, or anywhere else in our country.”
