TINIO URGES FULL RELEASE OF ‘CABRAL FILES’

ACT Teachers Partylist Representative Antonio Tinio on Friday urged Batangas 1st District Representative Leandro Leviste to publicly release all documents allegedly given to him by the late Public Works Undersecretary Catalina Cabral, warning that partial disclosures risk undermining public trust.

Tinio said while Leviste’s initial release of the so-called “Cabral files” is a positive step, unveiling them in stages could create doubts about motive and credibility.

“It would be better if he released everything all at once and let the public decide on the credibility of the information. Otherwise, everyone will think that the selective disclosure is due to self-serving motives taking precedence over public interest,” Tinio said.

He added that much of the information released so far, particularly on the “allocables” of district representatives, contains little that is new.

“So far, the information on the ‘allocables’ of district representatives is not new and has already been covered by recent investigative reports,” Tinio said.

“He says the Cabral files hold information on everyone—partylists, senators, Malacañang officials, and the like.”

Leviste has said the documents were handed to him by Cabral before her death and allegedly detail proposed and approved Department of Public Works and Highways (DPWH) infrastructure projects.

On December 24, Leviste released data on DPWH budget allocations per congressional district under the proposed 2025 national budget.

This was followed on Christmas Day by additional figures showing allocations from 2023 to 2025, as well as the proposed 2026 DPWH budget approved by the House of Representatives.
