TOP 15 CONTRACTORS BAG ₱100B IN FLOOD CONTROL DEALS — MARCOS

President Ferdinand Marcos Jr. on Monday unveiled the initial results of the probe he ordered into government flood control projects, revealing that just 15 contractors cornered ₱100 billion worth of contracts—about 20% of the ₱545.64 billion total—over the past three years.

Between July 2022 and May 2025, the government awarded 9,855 flood control projects to 2,409 contractors. But Marcos said the “top 15” secured a disproportionate share, prompting what he called a “disturbing assessment.”

According to the Department of Public Works and Highways, the contractors with the most projects include Legacy Construction Corporation, Alpha & Omega Gen. Contractor & Development Corp., St. Timothy Construction Corporation, QM Builders, EGB Construction Corporation, and Road Edge Trading & Development Services—five of which had projects “in almost the entire country.”

“Five of these contractors had projects in almost the entire country. So these are the ones that immediately popped out [among the list], and, for me, should be the ones whose projects should be looked into,” Marcos said.

Drawing from his experience as Ilocos Norte governor, Marcos added: “My experience as governor is that as much as possible, we try to do it locally. Because it is easier to talk to the contractor to expedite the work. You have some influence over the [project].”

Marcos clarified that he is not accusing the contractors of wrongdoing but stressed the need for closer scrutiny.
