Former Camarines Sur 2nd District Representative and now Governor LRay Villafuerte has denied allegations that he was behind a supposed ₱4.6-billion budget insertion in the 2025 Department of Public Works and Highways (DPWH) budget.
Villafuerte clarified that neither he nor his sons, Camarines Sur Representatives Migz Villafuerte of the 5th District and Luigi Villafuerte of the 2nd District, have any ties to former Public Works Undersecretary Catalina Cabral.
He also questioned the credibility of the so-called “Cabral files,” stressing these were not validated or officially approved.
“Any person can be listed or labeled in such files for internal tagging or justification purposes. These do not establish truth, authority, or legality,” Villafuerte said.
The governor further argued that the reported ₱4.6-billion figure was inaccurate, noting that computations of budget changes for Camarines Sur’s 2nd and 5th districts between the National Expenditure Program (NEP) and the General Appropriations Act (GAA) do not reach that amount.
According to him, the claim is “factually incorrect.”
