VILLAR-LINKED FIRMS BAG ₱18B WORTH OF DPWH PROJECTS – REPORT

Companies allegedly connected to the family of Senator Mark Villar have secured contracts worth over ₱18 billion, according to an investigation by Bilyonaryo News Channel (BNC).

BNC’s probe showed that a large portion of these projects was allocated to Las Piñas City—known as the political stronghold of the Villar family—and across the CALABARZON region.

Based on documents obtained from the Department of Public Works and Highways (DPWH), I&E Construction Corporation—owned by a cousin of Senator Villar—cornered ₱4,064,449,777.92 worth of flood control projects in the National Capital Region (NCR). Of its 89 flood control projects in Metro Manila, 84 were concentrated in Las Piñas City.

Records further revealed that the company secured even bigger flood control projects in Region IV-A, amounting to ₱4,634,164,083.85 from 2016 to 2025, despite not obtaining any contracts in 2018 and 2019.

According to DPWH documents, most of its projects in CALABARZON were concentrated in several municipalities in Cavite, which is also home to some of the Villar family’s massive private and real estate developments.

The company’s current authorized manager is former Las Piñas City Councilor Carlo Aguilar, who lost his mayoral bid in the city’s 2025 midterm elections.

Senator Villar previously served as Secretary of the DPWH, where he appointed what Senate President Pro Tempore Ping Lacson once dubbed the “BGC Boys” or Bulacan Group of Contractors—former DPWH Bulacan 1st District Engineer Henry Alcantara, former Assistant Engineer Brice Hernandez, and engineers Jaypee Mendoza, Edrick San Diego, and Arjay Domasig.

Senator Villar has yet to comment on the matter.
