Parañaque 2nd District Representative Brian Yamsuan assured the public that special provisions were built into the proposed ₱6.793 trillion General Appropriations Act (GAA) for 2026 to shield government programs and projects from politics and ensure their direct impact on the people.
Yamsuan said technical teams from both chambers of Congress are working double time to finalize the reconciled budget bill and its special provisions approved by the Bicameral Conference Committee during deliberations from December 13 to 17, 2025.
“Ang mahalaga dito ay ma-execute nang maayos ang mga programa at proyekto na inaprubahan ng Bicam para ito ay maramdaman talaga ng ating mga kababayan,” said Yamsuan, a member of the House contingent to the Bicam.
“Katuwang kami ng Executive Department to ensure na lahat ng programs and projects ng gobyerno ay mararamdaman ng ating mga kababayan,” he added.
He highlighted safeguards for Department of Public Works and Highways (DPWH) infrastructure projects, including the requirement for clear geographic coordinates and station numbers, as well as the creation of a transparency portal to allow public scrutiny.
The Bicameral Committee approved substantial increases in key social sectors, led by education, which now has a total allocation of ₱1.38 trillion. The Department of Education and its attached agencies will receive ₱961.3 billion, ₱86.7 billion higher than the original National Expenditure Program (NEP).
State Universities and Colleges will get ₱138 billion, the Commission on Higher Education ₱47 billion, and TESDA ₱26 billion.
Health sector funding also saw major increases, with PhilHealth’s budget raised from ₱53.2 billion to ₱129.7 billion. The budget for DOH-run hospitals rose to ₱29.9 billion, regional hospitals to ₱101.7 billion, and the Health Facilities Enhancement Program to ₱26.2 billion.
Yamsuan said these adjustments reflect Congress’ commitment to ensure that public funds are transparently implemented and directly felt by Filipinos.
