Former Ako Bicol Partylist Representative Zaldy Co, who resigned in September amid the flood-control controversy, denied benefiting from alleged budget insertions and instead claimed that all funds went to President Ferdinand “Bongbong” Marcos Jr. and former House Speaker Martin Romualdez.
“Walang pera napunta sa akin, lahat ng insertion napunta sa ating Pangulo at Speaker Martin Romualdez,” Co said in the second part of his video.
He also showed photos of suitcases allegedly containing cash that he said were delivered to Romualdez’s residences in North and South Forbes Park and to Malacañang for the President.

Co added that his staff kept records of the deliveries.
“Totoo ang sinasabi ni Orly Guteza na nag-deliver siya sa Forbes Park… Totoo din ang sinabi ni Guteza na nag-deliver siya sa Malacañang,” he said, referring to a former aide who earlier alleged a kickback scheme.
Malacañang dismissed Co’s earlier claims linking Marcos and Romualdez to corruption in flood-control projects as hearsay, saying they had “no basis and no evidence.”
