The Lawyers for Commuters Safety and Protection (LCSP) will file civil cases before the Supreme Court against four Quezon City lawmakers.
Those facing charges are:
- Quezon City 1st District Rep. Juan Carlos “Arjo” Atayde
- Quezon City 4th District Rep. Marvin Rillo
- Quezon City 5th District Rep. PM Vargas
- Quezon City 6th District Rep. Marivic Co-Pilar
According to LCSP founder Atty. Ariel Inton, the four were implicated in anomalous flood control projects due to their alleged ties to contractors involved.
The lawmakers were among those named by Sarah and Curlee Discaya of St. Gerrard Construction Company, one of the Top 15 flood control contractors previously flagged by President Ferdinand “Bongbong” Marcos Jr. for allegedly giving kickbacks in exchange for projects.
“Inaayos lang naming ang mga documents. We will file this as personal injury and damage, sa mga naranas natin (QC citizens) sa mga pagbaha (because of these projects),” Inton said.
The civil complaint will also request the Court’s approval for “pauper litigant” status, allowing ordinary citizens to pursue the case without paying docket fees, which can amount to hundreds of thousands of pesos.
The charges will be anchored on Article 19 of the Civil Code, which states that “every public servant, in the performance of his duties, should act with justice, give everyone his due and observe honesty and good faith.”
