The Metropolitan Manila Development Authority (MMDA) spearheaded a coordination meeting on Thursday, October 23, with various government agencies and Metro Manila local governments to finalize preparations for “Oplan Undas 2025.” The program will run from October 25 to November 3, ensuring smooth traffic flow and public safety during the annual observance of Undas.
According to MMDA General Manager Usec. Procopio Lipana, close cooperation among government agencies and local government units (LGUs) is crucial to manage the expected heavy traffic and influx of visitors to cemeteries during the long weekend.
In coordination with the Highway Patrol Group (HPG), Philippine National Police (PNP), Department of Transportation (DOTr), North Luzon Expressway (NLEX), and South Luzon Expressway (SLEX), the MMDA agreed to establish help desks, police posts, and traffic personnel in key areas—particularly bus terminals and major cemeteries across Metro Manila—starting October 29.
A total of 2,403 MMDA personnel will be deployed for the full implementation of the operation. The agency will also enforce a “no day-off, no absent” policy throughout the Undas period to maintain consistent manpower presence and ensure public safety.
The MMDA identified several major cemeteries as priority monitoring areas, including:
- Manila North Cemetery
- Manila South Cemetery
- Bagbag Public Cemetery
- Loyola Memorial Park in Marikina
- San Juan Public Cemetery
In addition, the MMDA Metro Parkways Clearing Group will assist in cleaning operations and clearing obstructions around cemetery premises to help maintain cleanliness and accessibility during the holiday observance.
