The Quezon City Government on Tuesday rejected the United People’s Initiative’s (UPI) request to hold the final day of its three-day anti-corruption rally along White Plains Avenue, citing violations during Monday’s gathering.
In a letter to UPI executive secretary Mark Dilson Bertuldo, Elmo San Diego, head of the city’s Department of Public Order and Safety (DPOS), said speakers allegedly incited participants to commit “sedition, rebellion, or insurrection,” breaching the terms of the rally permit.
“This conduct constitutes a clear and material violation of the conditions of the permit previously granted,” San Diego added.
He concluded, “In view of the foregoing, the City Government of Quezon City… is constrained to deny your request for the conduct of a rally on November 18, 2025.”
UPI, composed mostly of retired military officials, had planned to continue its protest at the People Power Monument despite Iglesia ni Cristo’s decision to end the Luneta rally on Monday.
The demonstrations occur amid a widening corruption scandal implicating officials, including President Bongbong Marcos over alleged cuts from ₱100 billion budget insertions.
