
In a landmark move, the Quezon City government has passed a gender-inclusive healthcare ordinance aimed at providing quality, accessible, and equitable health services to all citizens—regardless of their gender identity.
Mayor Joy Belmonte proudly announced the passage of the ordinance on Sunday, July 13, highlighting the city’s continued commitment to inclusive public service.
“This groundbreaking ordinance reaffirms Quezon City’s commitment to a healthcare system that is truly inclusive,” Belmonte said in a statement.
“Every citizen deserves care that recognizes and respects who they are. With this legislation, we are ensuring that no one is left behind in our goal of achieving health equity.”
Under the new ordinance, all public health facilities in Quezon City are mandated to offer:
* Gender-affirming consultations and counseling
* Medical guidance and referrals to specialized services
* Mental health support tailored to gender-diverse and transgender individuals
The ordinance also aims to eliminate discrimination in local healthcare services, especially for members of the LGBTQIA+ community, and ensures inclusive access to HIV/AIDS prevention, disability services, and crisis support.
“For far too long, members of the LGBTQIA+ community have faced discrimination and limited access to essential health services. This ordinance is a concrete step in addressing that injustice,” Belmonte added.
The initiative has been widely praised by human rights groups and LGBTQIA+ advocates as a critical step toward health equity and inclusive governance.
