REP. MOMO FACES PLUNDER COMPLAINTS OVER ₱1.4-B PROJECTS

Surigao del Sur 1st District Representative Romeo Momo Sr., a bicameral conference committee member for the 2026 national budget, is facing plunder and multiple administrative complaints over more than ₱1.4 billion in infrastructure projects awarded to a firm tied to him and his family.

A group of lawyers and priests filed the complaints before the Office of the Ombudsman on December 12 against Momo, several DPWH and COA personnel, and Surigao La Suerte Corporation (SLSC).

The cases cite alleged violations of plunder and anti-graft laws, along with serious dishonesty and grave misconduct involving flood control projects, farm-to-market roads, and school buildings.

“Napakasakit po… grabe mismo ang sariling kumpanya niya, Surigao La Suerte Corporation garnered or has been awarded billions of projects/contracts,” complainant Mary Helen Zafra said, questioning Momo’s role as a current bicam member.

Momo chairs the House Committee on Public Works and co-chairs the Committee on Infrastructure. The complainants also pointed to his past senior leadership in the DPWH, saying his former oversight responsibilities heighten concerns over conflict of interest.

In a statement, Momo dismissed the allegations as politically motivated, insisting he had divested from SLSC a “long time ago.”

“This is clearly a political vendetta to tarnish my name… Sasagutin ko po ito … sa tamang forum at panahon,” he said.

Records submitted by complainants show Momo listed as an SLSC director and stockholder in 2019 and 2022.

The lawmaker previously served as representative of the Construction Workers Solidarity (CWS) Partylist, which is also facing controversy after the DPWH and the Independent Commission for Infrastructure (ICI) recently recommended charges against current CWS Rep. Edwin Gardiola for conflict-of-interest issues involving a family-linked firm.
