Super Typhoon Uwan caused an estimated ₱3.71 billion in damage in Albay’s third district, devastating infrastructure, agriculture, and local livelihoods, Representative Raymond Salceda’s office reported Tuesday.
Of the total losses, ₱2.8 billion came from destroyed infrastructure, mainly collapsed flood control structures and road networks, ₱400 million from agriculture, and ₱510 million from residential, commercial, and other economic disruptions.
Salceda said flood control structures weakened by Typhoon Kristine in 2024 completely collapsed after Uwan.
“But without rehabilitation funds, those same structures, already weakened, gave way this time,” he said.
“We appeal for help in restoring these critical defenses. It is the only way to prevent this level of damage from happening again.”
Severely damaged structures included the Centro Oriental and Gabon dikes in Polangui, Bobonsuran, Malama, and Paclas flood-control systems in Ligao City, Carisac dikes in Libon, and the San Francisco dike in Guinobatan. Embankments in Oas also failed, prompting local sandbagging efforts.
Salceda credited DPWH, BFP, local governments, and volunteers for clearing major roads within 48 hours: “We have shown that preparedness works. Our zero mass casualty outcome proves that. What we now need is a national partnership to rebuild stronger flood defenses and irrigation systems.”
