The National Bureau of Investigation (NBI) has established a specialized unit dedicated to addressing emerging national security threats, ranging from hazardous materials to foreign covert operations.
Announced Friday, the new Chemical, Biological, Radiological, Nuclear, and Explosives and Foreign Malign Influence Unit (CFMIU) was created under Administrative Order 09, s. 2026. Operating directly under the Office of the Director, the unit is tasked with investigating threats involving explosives and dangerous substances.
In addition to handling physical hazards, the CFMIU will monitor and counter “foreign malign influence.” This includes tracking disinformation campaigns, cyber manipulation, and covert activities designed to undermine national institutions and public trust.
The NBI confirmed it will collaborate with several domestic and international partners to carry out these duties, including:
- The Armed Forces of the Philippines (AFP)
- The Philippine National Police (PNP)
- The Department of Health (DOH)
- The Department of Information and Communications Technology (DICT)
- INTERPOL and other international counterparts
NBI Director Melvin Matibag emphasized that the unit’s formation is a necessary step in evolving alongside modern security risks.
“This initiative strengthens our capability to detect, investigate, and respond to threats that go beyond conventional crime. The NBI remains steadfast in protecting the Filipino people and upholding the integrity of our institutions,” Matibag said.
