PARAÑAQUE HOSTS CDC FOR DIGITAL GOVERNANCE BENCHMARKING

​The local government of Parañaque City welcomed executives from the Clark Development Corporation (CDC) on Wednesday, July 15, for a knowledge-sharing and benchmarking session centered on the city’s digital business registration innovations and its execution of the Ease of Doing Business Law.

Mayor Edwin Olivarez, alongside City Administrator Fernando Soriano and Business Permit and Licensing Office head Atty. Melanie Soriano-Malaya, received CDC President and Chief Executive Officer Agnes VST Devanadera and her team.

The delegation toured the city to analyze the Parañaque Electronic Business Permits and Licensing Office Online System and Services, popularly known as Pque-eBOSS.

​Olivarez noted that the city’s primary digital portal has vastly optimized the processing of licenses and permits by cutting down wait times, simplifying workflows, and removing bureaucratic red tape.

​”The Pque-eBOSS is our flagship program aimed at improving the business climate and enhancing the efficiency of public service delivery. It is recognized as one of the pillars of the Ease of Doing Business Law in the country, and it reflects our commitment to building a truly business-friendly city,” he said.

​The mayor pointed out that these modernized systems have propelled a massive surge in local revenues, which climbed from ₱935 million in 2012 to ₱5.19 billion. Furthermore, the volume of registered enterprises operating within Parañaque has now exceeded 26,000.

​Olivarez also emphasized that Parañaque achieved a national milestone in 2023 by becoming the first local government unit in the Philippines to debut a completely automated, end-to-end online business registration framework, cementing its dedication to digital transformation and sound governance.

He elaborated that the Pque-eBOSS platform goes beyond mere technological advancement, acting as an instrument that fosters accountability, transparency, and agility in public service.

This enables business owners, particularly those managing micro, small, and medium-sized enterprises, to focus their energies on scaling operations and generating employment.

​According to the mayor, the collaborative session solidified the relationship between the city administration and the CDC, paving the way for a productive exchange of successful administrative strategies.

​”Today’s event is more than just a learning engagement. It is an opportunity for our institutions to exchange best practices, learn from one another, and strengthen our shared commitment to delivering responsive, innovative, and efficient public service,” he said.

​The study visit underscores Parañaque City’s reputation as a premier local government pioneer in business-friendly policies and electronic governance.
