The proposed confidential and intelligence funds (CIFs) under the ₱7.2-trillion National Expenditure Program (NEP) for 2027 stand at ₱10.773 billion, marking an 8.8 percent reduction from the current year’s allocation.
Budget Acting Secretary Kim Robert de Leon announced the lower allocation following the ceremonial turnover of the 2027 NEP at the House of Representatives on Tuesday, August 11.
The proposed amount is divided into ₱4.368 billion for confidential funds and ₱6.405 billion for intelligence funds, down from ₱11.818 billion under the 2026 General Appropriations Act (GAA).
”We wish to note that this ₱10.773 billion in combined is lower from the 2026 GAA level for of ₱11.818 billion, or lower by 8.8%,” De Leon said.
De Leon noted that the recipient agencies under the 2027 spending proposal remain largely unchanged from the previous year, with the Philippine National Police (PNP) set to receive a slight increase in its share.
”Pero definitely ito po ay mas mababa pa rin doon sa…2026 level ng ating [CIF],” De Leon explained regarding the overall budget trend.
The budget chief stressed that the distribution of these allocations strictly adheres to legal mandates, reassuring the public that proper oversight remains in place.
”Tanging yung mga ahensya na legally authorized na magkaroon ng confidential and intelligence functions ang mayroong [CIF] under the 2027 [NEP],” he emphasized.
”And we wish to reiterate that the use of confidential and intelligence funds remain subject to existing budgeting, utilization, liquidation, and auditing rules to ensure accountability and that the funds are used solely for their respective services,” De Leon added.
