President Ferdinand Marcos Jr. presented the proposed ₱7.2-trillion National Expenditure Program (NEP) for Fiscal Year 2027 to the House of Representatives on Tuesday, August 11, framing the record expenditure plan as a forward-looking roadmap to sustain the nation’s economic momentum.
Accompanied by a budget message, the Chief Executive noted that the spending plan extends beyond standard fiscal management to focus on long-term national development.
”More than a financial plan, it is a strategic investment in the Filipino people and in our country’s future,” Marcos said.
”It translates our priorities into concrete action, ensuring that every public resource contributes to stronger institutions, greater economic opportunities, and a better quality of life for every Filipino,” he added.
The administration trimmed down initial funding requests totaling ₱11.69 trillion following an executive branch evaluation, selecting high-impact initiatives aligned with the Philippine Development Plan (PDP) 2023–2028 and Ambisyon Natin 2040.
”The proposed Php 7.200 trillion FY 2027 National Budget represents a prudent and forward-looking investment that sustains economic growth while remaining firmly consistent with our fiscal consolidation agenda,” Marcos stated.
Directing government agencies to streamline expenses and eliminate redundancy, Marcos instructed officials to focus on key sectors including strategic infrastructure, human capital, social protection, and food and energy security.
”This budget strengthens our capacity to invest in strategic infrastructure, human capital, food and energy security, and social protection, while reinforcing transparency, accountability, and the efficient use of public resources,” he noted.
The 2027 proposal prioritizes bureaucratic modernization, institutional reforms, and job creation to boost public sector efficiency.
”What distinguishes this expenditure program is its deliberate focus on transformative reforms that will shape the country’s long-term development trajectory,” Marcos remarked.
”By emphasizing measurable outcomes, institutional reforms, and long-term value creation, the proposed FY 2027 National Budget serves as a catalyst for sustainable and inclusive national development,” he added.
Emphasizing that true progress must directly uplift everyday living conditions, the President noted that success is reflected in stronger communities, better education, secure livelihoods, and increased public trust.
”Together, let us ensure that every peso entrusted to government creates meaningful results today while laying the foundation for a stronger, more resilient, and more prosperous Philippines for generations to come,” he said.
The formal turnover of the 2027 NEP took place on Tuesday, with Acting Budget Secretary Kim Robert de Leon officially transmitting the proposal to the leadership of the House of Representatives.
