SC CALLS ON PUBLIC AND LEGAL SECTOR TO REPORT JUDICIAL CORRUPTION

​MANILA, Philippines — The Supreme Court has called on judges, justices, court staff, lawyers, and litigants to take an active role in exposing corruption and actions that compromise the judiciary’s integrity.

​In Memorandum Order No. 94-2026, titled “A Reminder on Upholding the Integrity of Our Courts,” Acting Chief Justice and Senior Associate Justice Marvic M.V.F. Leonen reaffirmed the tribunal’s dedication to shielding the justice system from graft and influence-peddling.

​Under the directive, appellate, regional, and trial court managers are instructed to inform all personnel about the official reporting channel—the Judiciary Integrity Email—accessible at integrity@judiciary.gov.ph.

​The High Court specified that submitted reports must include concrete, actionable details to allow proper fact-finding and investigation. Reportable acts include unauthorized ex parte communications between litigants and sitting magistrates, solicitations or offers of bribes for favorable rulings, and payoffs related to court operations such as issuing writs, warrants, and summonses.

​The order also encourages reports regarding unauthorized access to case updates, individuals posing as influential fixers, and court officers or lawyers suspected of trading favors.

​“To remain silent in the face of corruption is to become complicit in injustice,” the Supreme Court said.

​Issued on September 30, the memorandum underscores the tribunal’s ongoing effort to maintain transparency and public trust across all levels of the judicial system.
