The National Disaster Risk Reduction and Management Operations Center (NDRRMC) elevated its monitoring and coordination systems nationwide from a White to a Blue Alert status to ensure public safety during the observance of All Saints’ Day and All Souls’ Day.
Acting under Memorandum No. 308, series of 2026, Office of Civil Defense (OCD) Administrator Undersecretary Harold Cabreros ordered the alert level upgrade effective October 30. The directive mobilized various government agencies to coordinate closely as millions of citizens travel to their home provinces, cemeteries, and memorial parks.
A Blue Alert status is activated when developing conditions demand heightened vigilance and close collaboration among disaster response agencies. In compliance with the order, representatives from the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and Philippine Coast Guard (PCG) are rendering continuous duty at the NDRRM Operations Center, which is managed by the OCD Operations Service.
“A virtual Emergency Operations Center (EOC) has also been activated to facilitate coordination among member agencies and Regional Disaster Risk Reduction and Management Councils (RDRRMCs),” the NDRRMC stated.
To guarantee comprehensive coverage, regional OCD offices, local disaster councils, and regional risk reduction bodies rolled out extensive safety and response plans. Key measures include monitoring high-traffic locations such as transportation hubs, cemeteries, columbaria, and memorial parks, as well as maintaining emergency response protocols, repairing access roads, and implementing localized traffic rerouting.
Authorities are also closely tracking weather patterns and other potential environmental hazards to ensure timely public advisories.
The OCD has reminded citizens to stay alert, check official weather and safety bulletins, and adhere strictly to security protocols while traveling or visiting burial sites during the long weekend.
