LTO LEADERSHIP REVAMP MULLED AMID PROPOSED APPOINTMENTS

MANILA, Philippines — Speculation surrounding a leadership shakeup at the Land Transportation Office (LTO) has emerged following discussions regarding a potential successor to lead the agency.

Former Vice President and Naga City Mayor Leni Robredo has reportedly endorsed City Administrator Noreen San Luis-Lutey for the top post at the LTO. The potential transition was brought up during a discussion between Robredo and Transportation Secretary Vince Dizon.

San Luis-Lutey, a lawyer and former LTO regional director for Bicol, is being considered to succeed incumbent agency chief Markus Lacanilao.

Transportation Secretary Vince Dizon clarified that no formal decision has been finalized regarding an impending reshuffle, emphasizing that executive appointments remain under the prerogative of the President.

Dizon also commended Lacanilao’s performance, stating, “He has done a lot in a short span of time,” while noting that any personnel movements require consultation with President Ferdinand Marcos Jr.

Meanwhile, transport group MANIBELA voiced its opposition to the reported changes, urging authorities to retain Lacanilao. The group raised concerns regarding the timing of the push and claimed the development is connected to Robredo’s anticipated political plans for the 2028 elections.

Reports have also indicated that Lacanilao could potentially be reassigned to the Maritime Industry Authority if a leadership transition proceeds.
