MALABON CITY, Philippines — The local government of Malabon has reminded drivers of for-hire electric tricycles and electric quadricycles to strictly observe traffic regulations and operate exclusively within designated terminals, warning that violators will face penalties under City Ordinance No. 04-2026.
According to city officials, the ordinance addresses several common infractions, including driving without a valid license, operating unregistered units, unauthorized or colorum operations, reckless driving, overloading, and charging passengers above authorized fare rates.
Depending on the offense, violators may face heavy fines, vehicle impoundment, franchise cancellation, or other legal sanctions.
While acknowledging the vital role these transport services play in the livelihood of drivers and operators, the local government emphasized that compliance with traffic rules is necessary to protect passengers and other motorists.
Under the city’s established terminal scheme, for-hire e-trikes and e-quads must adhere to prescribed queuing areas, designated boarding and alighting zones, and assigned operational boundaries. The framework is designed to streamline traffic flow, minimize conflicts among transport groups, and provide clear operational guidelines for daily commuters.
The city government clarified that the regulatory measures are not intended to restrict livelihoods, but rather to establish order, enhance road safety, and maintain organized transport services throughout the locality.
