President Ferdinand Marcos Jr. led a Cabinet meeting at Malacañang Palace on Friday, where the administration officially approved the proposed 2027 National Expenditure Program (NEP) presented by the Department of Budget and Management (DBM).
While the fiscal framework has been greenlit, the exact allocations and final numbers are being withheld from the public until the Chief Executive formally transmits the proposal to lawmakers.
“The Cabinet discussed and approved the 2027 National Expenditure Program as presented by the DBM,” Gomez stated. He added, “On the total amount and other details, we do not want to pre-empt the President’s budget submission to Congress.”
Acting Communications Secretary Dave Gomez confirmed that the final details will remain confidential for the time being to respect the legislative submission process.
The NEP serves as the government’s comprehensive spending blueprint, which Congress uses as a foundation to draft the annual General Appropriations Act.
According to the DBM’s National Budget Memorandum 158 released on June 25, the proposed 2027 budget is projected at a historic ₱7.2 trillion.
The massive spending package constitutes roughly 21.7% of the country’s expected economic output and represents a 6% hike—amounting to an extra ₱407 billion—over the ₱6.793 trillion national budget enacted for 2026.
