COA GRANTS OVP HIGHEST AUDIT RATING FOR FOURTH CONSECUTIVE YEAR

​The Commission on Audit (COA) has given the Office of the Vice President (OVP) an unmodified opinion for its 2025 financial transactions, marking the fourth year in a row that Vice President Sara Duterte’s office has secured the highest possible rating from state auditors.

​The timely audit report arrives just ahead of Duterte’s Senate impeachment trial, scheduled to begin on July 6, where House prosecutors intend to focus heavily on allegations concerning the mismanagement of public resources.

​Responding to the development on Thursday, the OVP noted that the audit results reflect its “sustained commitment to transparency, accountability, and responsible stewardship of public funds, while reinforcing its adherence to the principles of good governance and sound financial management.”

​According to the 2025 Annual Audit Report, the OVP successfully met all prevailing accounting regulations and financial reporting protocols.

​“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as at December 31, 2025, and its financial performance, cash flows, changes in net assets/equity, and comparison of budget and actual amounts for the year then ended,” the state auditors said.

​The OVP also disclosed that it efficiently utilized 92.32% of its allocated funds under the 2025 General Appropriations Act, pointing to careful budget execution despite scaling up its operations and public welfare initiatives.

​The office explained the weight of the rating, clarifying that an “unmodified, or unqualified, opinion is the most favorable audit opinion that COA can issue.”

​“It signifies that an agency’s financial statements are fairly presented in accordance with the prescribed financial reporting framework, including the International Public Sector Accounting Standards and the International Standards of Supreme Audit Institutions,” the OVP said.
