COURT ORDERS ARREST OF CONTRACTOR OVER ₱53.9M BULACAN INFRASTRUCTURE PROJECT

​A Regional Trial Court (RTC) in Malolos City, Bulacan has ordered the arrest of government contractor Pacifico “Curlee” Discaya II after a non-bailable malversation case was filed concerning an allegedly anomalous ₱53.9 million infrastructure project in Calumpit, Bulacan.

​The warrant was issued by RTC Branch 20 following formal charges lodged by the Office of the Ombudsman against Discaya and several other co-accused.

​Included in the criminal complaint is Discaya’s wife, Sarah Discaya. The couple was identified as the beneficial owners of St. Timothy Construction Corporation. The charges also name the firm’s managing officer, Ma. Angeline Discaya Rimando, along with eight current and former officials from the Department of Public Works and Highways (DPWH), including Brice Hernandez and Jaypee Mendoza.

​State prosecutors explained that the case was filed before the Bulacan local trial court instead of the Sandiganbayan because the salary grades of the involved DPWH personnel fell within the jurisdiction of the RTC.

​However, serving the arrest warrant may face logistical adjustments due to the current detention of the primary accused in separate, unrelated cases.

​Curlee Discaya has been held at the Senate building since September 2025 after the Senate Blue Ribbon Committee cited him in contempt for failing to cooperate with its inquiry into alleged flood control project anomalies.

​On the other hand, Sarah Discaya is currently detained at the Lapu-Lapu City Jail in Cebu following her arrest for a separate graft and malversation case tied to a questionable ₱96.5 million flood control project in Davao Occidental.
