MANILA, Philippines — The Department of Budget and Management (DBM) has earmarked ₱228.92 million for the Electric Vehicle Industry Development Program (EVIDP) under the proposed 2027 National Expenditure Program (NEP), marking a more than sevenfold surge from its current funding level.
The proposed allocation represents a 605.17% jump from the ₱32.46 million allocated in the 2026 General Appropriations Act (GAA). The significant budget increase aims to scale up electric vehicle (EV) infrastructure, fund testing systems, and accelerate the transition toward cleaner transportation across the country.
Specific projects funded under the proposal include the Electric Vehicle Infrastructure Scoping, Implementation and Operationalization in Selected Government Offices (EVision) Project, designed to install charging stations across government agencies, alongside the creation of an Electric Vehicle Charging System Testing Facility to enhance evaluation capabilities.
According to the DBM, the initiatives are structured to integrate electric mobility into public sector operations while building momentum for nationwide commercial EV adoption.
“Consistent with our clean energy drive, we have encouraged the adoption of electric vehicles. We have removed all tariffs on EVs until 2028 to bring down market prices, and government has also been mandated to prioritize electric vehicles in their refleeting plans,” President Ferdinand Marcos Jr. stated during his fifth State of the Nation Address (SONA) last July.
The EV program funding forms part of the Department of Energy’s (DOE) overall ₱5.58-billion proposed budget for 2027, an increase of 25.74% from its ₱4.43-billion budget in 2026.
Acting Budget Secretary Kim Robert de Leon noted that the funding aligns with long-term national objectives for energy security and sustainability.
“A secure, reliable, and sustainable energy sector is essential to economic growth and improving the quality of life of every Filipino. Accordingly, the proposed FY 2027 budget invests in projects that strengthen the country’s energy security while expanding access to electricity and supporting the transition to cleaner energy technologies,” de Leon said.
Additionally, the proposed DOE budget sets aside ₱1.36 billion for the Philippine Gradiometry and Seismic Survey Project—more than double the ₱627.5 million allocated in 2026—to support the exploration of domestic energy reserves and diminish dependence on foreign energy imports.
