DFA WELCOMES BUSINESS SECTOR’S APPEAL TO STABILIZE PH-CHINA RELATIONS

The Department of Foreign Affairs (DFA) has welcomed a joint appeal from Philippine business and sectoral organizations urging the stabilization of ties between the Philippines and China, emphasizing the vital role of diplomacy and dialogue amidst ongoing bilateral differences.

Released on November 3, the joint appeal was described by the DFA in a Wednesday statement as a “constructive contribution” highlighting the need for composure, candor, sound judgment, principled conduct, and measured engagement in foreign affairs.

The department maintained that practical cooperation and diplomacy can move forward without sacrificing national sovereignty.

“The DFA has consistently maintained that diplomacy, dialogue, and mutually beneficial practical cooperation can be pursued without compromising the assertion and protection of the country’s sovereignty, sovereign rights, and jurisdiction,” the agency stated.

“This approach provides the foundation for a stable and predictable relationship with China,” it added.

The DFA reiterated President Ferdinand Marcos Jr.’s stance that international disputes must be handled through diplomatic channels, guided by the national interest and the Philippine Constitution.

“The Philippines remains committed to a stable, predictable, mutually respectful, and mutually beneficial relationship with China, in accordance with the national interest and in pursuit of an independent foreign policy as enshrined in the Philippine Constitution,” the DFA noted.

High-Level Phone Call

The statement follows a telephone conversation on November 3 between Foreign Affairs Secretary Ma. Theresa P. Lazaro and Chinese Foreign Minister Wang Yi. The DFA characterized the discussion as “frank, pragmatic, and constructive.”

Both ministers agreed on three core principles for bilateral management: prioritizing diplomacy and dialogue, refraining from actions or rhetoric that escalate tensions, and peacefully resolving disputes while managing differences.

Lazaro stressed that strong bilateral relations benefit both nations and the wider region, underscoring the importance of continuous high-level communication.

Upcoming Regional Summits

The officials also touched on preparations for upcoming international meetings. Lazaro highlighted the Philippines’ role as ASEAN Chair and conveyed President Marcos’s anticipation of Chinese Premier Li Qiang attending the 49th ASEAN Summit and Related Summits in Manila.

In response, Wang conveyed China’s anticipation of Marcos’s participation in the 33rd APEC Economic Leaders’ Meeting in Shenzhen.

While discussions covered various areas of concern—including maritime issues—the dialogue primarily focused on returning bilateral ties to an even keel and upholding the 1975 Joint Communiqué as the cornerstone of cooperation and the Philippines’ One China Policy.
