The Department of the Interior and Local Government (DILG) announced a significant 20.6% reduction in focus crimes during the second quarter of 2026, attributing the positive trend to the rollout of its nationwide “Safer Cities Initiative.”
Speaking at the “DILG Kapihan” media forum on Thursday, July 16, at the Quezon City Reception House, Philippine National Police (PNP) Public Information Office chief Col. Allen Rae Co reported that instances of the country’s eight focus crimes decreased by 1,623.
Specifically, cases dropped from 9,506 recorded between January 6 and April 5 down to 7,883 between April 6 and July 4.
The eight focus crimes monitored by law enforcement are murder, homicide, rape, physical injury, robbery, theft, carnapping, and motorcycle theft.
“Among the crimes that posted the biggest declines were carnapping, rape, physical injury, and theft,” Co said.
The Safer Cities Initiative
Launched in April 2026 under Interior and Local Government Secretary Jonvic Remulla, the Safer Cities Initiative is a nationwide program aimed at making local neighborhoods safer, cleaner, and more orderly through intensified law enforcement, public discipline campaigns, and local government interventions.
Col. Co emphasized that the PNP treats every statistical shift as a chance to refine police operations.
”Sa programang ito ng ating DILG Secretary (Jonvic Remulla) na direct kami sa PNP ang nag-implement, we treat every event, every statistic, this data as an opportunity for us to further strengthen our system, our protocols,” he explained.
Surge in Arrests and Ordinance Enforcement
While crime still occurs, Col. Co stated that the sustained reduction in incidents reflects the positive impact of stronger police visibility and consistent community-level enforcement. Over the same period, total police actions—including apprehensions, warnings, and arrests—grew by 21.74%, rising from 2.3 million to 2.8 million.
The PNP linked this spike directly to stricter enforcement of local ordinances and public safety regulations:
- Balaclava Bans: Apprehensions for wearing face-covering balaclavas in areas like Manila with active bans skyrocketed by 832%.
- Noise Complaints: Citations for excessive noise and late-night karaoke violations climbed by 68.69%.
- Road Obstructions: Operations against illegal structures blocking public roads and spaces rose by 50.69%.
According to Co, the surge in municipal code enforcement has directly contributed to the reduction in more serious offenses.
“Malinaw na malinaw po na may direktang kaugnayan ang pagtaas ng ating mga apprehensions at pagbaba ng krimen. Habang tumataas ang pagpapatupad ng batas at ordinansa, bumababa naman ang mga naitatalang krimen sa ating mga komunidad,” Co maintained.
Moving forward, the PNP plan to maintain this momentum by continuing community-oriented policing and close coordination with local government units.
“It reaffirmed its commitment to sustaining these efforts in partnership with local government units to keep communities safe, orderly, and secure for all Filipinos,” Co added.
