The Department of Social Welfare and Development (DSWD) offers financial support for funeral and burial expenses to help families dealing with the loss of a relative amid financial hardship.
Provided through the Assistance to Individuals in Crisis Situation (AICS) program, the aid is designed for families unable to cover burial costs independently. The DSWD noted that individuals who previously received medical assistance can still apply for funeral aid, provided it addresses a distinct need and fulfills program requirements. Receiving prior assistance does not automatically disqualify applicants.
However, approval is not guaranteed. A DSWD social worker must evaluate each situation to determine eligibility and the necessary level of support.
Application Requirements
Applicants must present a valid government-issued ID featuring a clear photograph, accurate name, and signature, alongside one of the following proofs of death:
- Death certificate
- Hospital or doctor’s certification
- Certification from an Imam (for Muslim applicants)
- Certification from a tribal chieftain (for Indigenous Peoples)
To substantiate funeral costs, applicants need to provide any of the following documents:
- Funeral contract or service agreement
- Statement of account from the funeral home
- Barangay certification verifying that the family built the coffin themselves but incurred outstanding costs for materials
Depending on the situation, additional documents may be requested. A transfer permit is necessary if the remains will be transported to another province, while a promissory note or certificate of balance is required for unpaid funeral home accounts. Furthermore, a Social Case Study Report may be mandated for requests totaling ₱10,000 or more.
Disbursement of Funds
Rather than handing cash directly to the applicant, the DSWD typically issues a Guarantee Letter (GL) to pay the funeral service provider directly. Grant amounts vary based on individual circumstances and the formal assessment of a DSWD social worker.
Interested individuals may coordinate with their nearest DSWD Field Office, local Social Welfare and Development Office, or designated satellite office for detailed guidance.
