MANILA, Philippines — The Second Congressional Commission on Education (EDCOM 2) urged lawmakers on Saturday, September 19, to enact a comprehensive school safety law following a deadly shooting incident at Banga National High School in South Cotabato.
The commission emphasized that the proposed legislation must establish unified physical security protocols, strict access points, and cross-agency threat evaluation mechanisms across all educational institutions.
“Let this sorrow sharpen our resolve. As stewards of education and policy, we are bound to turn grief into immediate, actionable safeguards across our education system,” the commission said.
In addition to championing the proposed Comprehensive School Safety Act, EDCOM 2 advocated for tighter enforcement of the Anti-Bullying Act’s regulatory guidelines and called for the full deployment of Learning Formation Officers to handle child protection, conflict management, and learner guidance.
To address campus mental health needs, the body recommended assigning more guidance counselors, accelerating the recruitment of School Counselor Associates, and building robust internal support networks.
The commission also pressed for mandatory firearm secure-storage mandates that hold gun owners legally responsible when minors or unauthorized individuals access weapons, alongside bicameral cyber-safety legislation to shield students from digital threats and violence.
EDCOM 2 extended its condolences to those affected by the South Cotabato tragedy.
“We stand in solidarity with the families, teachers, and classmates at Banga National High School in South Cotabato following the shooting on campus. We honor the lives of the students lost, stand with the injured as they recover, and acknowledge the trauma this violence has inflicted on the entire community,” it said.
“To the families of South Cotabato, we extend our deepest sympathy,” the commission added.
The education commission concluded that the incident must serve as a catalyst for systemic educational reforms to safeguard children.
“May our collective commitment give us the courage to heal, the strength to reform, and the resolve to ensure our children learn in safety and peace,” it said.
