FORENSIC ANALYST DEFENDS REPORT CITING ₱817M UNEXPLAINED WEALTH AT VP SARA’S TRIAL

MANILA, Philippines — Financial forensic analyst Alexander “Alex” Cabrera maintained on Monday, October 12, that his assessment pinpointing ₱817.87 million in alleged unexplained wealth linked to Vice President Sara Duterte stemmed strictly from his evaluation of accessible documents during the 38th day of her impeachment trial.

Under cross-examination by defense panel member Atty. Kristine Ferrer, Cabrera stood by his October 2 forensic evaluation stating that the Vice President possessed ₱817.8 million in unexplained assets.

“That is your allegation in your forensic report?” Ferrer asked.

“That is the results of my review. ‘Yung allegations po ay walang basehan ang ibig sabihin,” Cabrera replied, clarifying his choice of terminology regarding the figures.

When questioned by Ferrer on whether his findings established annual constitutional violations tied to the alleged unexplained wealth, Cabrera confirmed that they did.

According to his findings, Duterte’s Statements of Assets, Liabilities and Net Worth (SALN) spanning from 2022 to 2025 lacked truthfulness, pointing to significant unreported properties and business interests involving both the Vice President and her husband, Atty. Manases “Mans” Carpio.

Cabrera noted that the ₱817.87 million calculation relied solely on the documents available to him, acknowledging that it omitted records held exclusively by Duterte and Carpio. The evaluation further argued that the supposed breaches across those four years demonstrated a continuous pattern of constitutional violations.

Additionally, Cabrera flagged potential violations of several statutes, including the National Internal Revenue Code, Republic Act 1379 covering unexplained wealth, RA 6713 setting ethical standards for public workers, and RA 3019 or the Anti-Graft and Corrupt Practices Act.

He also pointed to RA 12009—the New Government Procurement Act—alongside provisions from the Securities Regulation Code and Commission on Audit guidelines.
