Nueva Ecija 1st District Representative Mika Suansing has officially introduced House Bill No. 10858, known as the 2027 General Appropriations Bill (GAB), representing the House of Representatives’ official version of Malacañang’s record-setting ₱7.2-trillion spending plan.
Suansing, who leads the House Committee on Appropriations, confirmed the filing on Wednesday, August 26. The move formalizes the ongoing committee-level budget reviews, which are entering their second week following the Department of Budget and Management’s (DBM) initial submission of the National Expenditure Program (NEP) on August 11.
“Pormal na din po nating inihain ang House General Appropriations Bill (HB 10858) ngayong Miyerkules. Patuloy po ang inyong lingkod sa pagtitiyak ng masusing pagsusuri ng pambansang budget para sa taong 2027,” Suansing shared.
Although lawmakers retain the authority to realign spending among various sectors during deliberations, the overall budget ceiling remains capped at the ₱7.2-trillion threshold set by the executive branch.
Top Spending Allocation Priorities
According to DBM figures, the largest proposed sector and agency funding breakdowns include:
- Department of Education (DepEd): ₱976 billion
- Department of Public Works and Highways (DPWH): ₱644 billion (includes over ₱100 billion dedicated to flood mitigation)
- Health Sector (DOH & PhilHealth): ₱353.8 billion
- Department of the Interior and Local Government (DILG): ₱332.5 billion
- Department of National Defense (DND): ₱328.8 billion
- Transportation Sector: ₱302.2 billion
- Agriculture Sector: ₱261.7 billion
- Department of Social Welfare and Development (DSWD): ₱241.6 billion
- State Universities and Colleges (SUCs): ₱176.5 billion
- The Judiciary: ₱86.3 billion
Review Status and Transparency Commitments
Panel-level reviews have already wrapped up for several key offices and agencies, including Pagcor, DTI, DOJ, PCSO, DOST, the Office of the Ombudsman, DPWH, DENR, and DMW.
Despite recent scheduling adjustments caused by severe weather disruptions, Suansing emphasized that the House remains on track to hit its 53-day target for third and final reading approval.
Furthermore, House leadership—including Suansing, Majority Leader Sandro Marcos, and Speaker Faustino “Bojie” Dy—reaffirmed their commitment to transparency measures introduced in previous cycles, such as the Budget Amendments and Review Subcommittee (BARSc) and public livestreaming of bicameral conference proceedings.
“Masusi nating susuriin ang bawat bahagi ng panukala,” Speaker Dy affirmed during the budget proposal’s turnover.
