The House Committee on Suffrage and Electoral Reforms is currently examining more than ten legislative measures proposing to move the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), navigating the process carefully to ensure any potential measure aligns with Supreme Court jurisprudence.
According to panel chairperson Rep. Zia Alonto Adiong (Lanao del Sur, 1st District), lawmakers are diligently studying the parameters to avoid drafting a committee report that could run afoul of the high tribunal’s landmark Macalintal ruling.
The committee is mindful of the tight timeframe given that electoral authorities are already undertaking operational groundwork.
”We are also conscious about the timeline because COMELEC is already preparing,” Adiong stated.
The panel is scheduled to resume discussions next week to further evaluate the arguments raised by proponents. Among the primary justifications cited in the filed measures are economic pressures linked to the global energy crisis as well as potential “election fatigue” among voters.
Complicating the calendar is the upcoming first regular parliamentary election in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which adds to the consecutive electoral operations facing both the voting public and administrative staff.
Adiong emphasized that while the committee targets releasing a formal report before the end of August, this timeline does not guarantee an endorsement of any postponement.
He highlighted that legislators are drawing key legal distinctions between “postponing,” “resetting,” and “fixing” election dates to evaluate which actions remain strictly within congressional authority without breaching high court guidelines.
”We are looking at the possible legal provisions that may be violated under the Macalintal ruling so we can avoid them and properly address the intention to reschedule the barangay election without necessarily violating any rules or rulings of the Supreme Court, while also exercising the power of the House,” Adiong added.
