Senator Panfilo “Ping” Lacson claimed Sunday that Senator Pia Cayetano had ₱4.7 billion in alleged budget insertions under the 2025 national budget, while her brother, Senate Minority Leader Alan Peter Cayetano, reportedly had ₱6.7 billion.
Lacson made the disclosure during a DZBB radio interview, while discussing alleged irregularities involving government projects and budget allocations.
“Sa insertion [ng General Appropriations Act nung 2025] meron, I think nasa ₱4.7 billion. Hindi pa namin na-check kung ilan sa ₱4.7 billion ang na-implement,” Lacson said in an radio interview with DZBB.
He said a much larger portion of Alan Peter Cayetano’s alleged ₱6.7-billion insertion had been implemented, with many of the projects located in Taguig.
“Kay Alan, out of the ₱6.7 billion, parang mga nasa ₱75 million lang ang hindi na-implement. Lahat ng implemented … karamihan diyan sa Taguig,” he added.
However, Lacson stressed that the alleged budget insertion attributed to Pia Cayetano does not by itself establish her involvement in questionable flood control projects.
He said authorities would need to conduct a more detailed examination to determine whether any portion of the allocation was connected to anomalous projects.
“Hindi ko alam kung lahat [ng ₱4.7 billion budget insertion ay para sa] Taguig. At wala naman talagang nagpapakita na may mga proyekto si Senator Pia na para sa flood control na may anomalya. Walang showing na ganun kasi hindi pa namin naddedetalye yun,” Lacson said.
Lacson’s remarks came as he discussed alleged unauthorized reclamation activities on the Taguig side of Laguna Lake that he linked to Alan Peter Cayetano. He said the reclamation activities had allegedly been presented as slope protection and flood mitigation projects.
The Cayetano siblings have yet to issue a response to Lacson’s allegations.
