LACSON PUSHES FOR UNINTERRUPTED LIVESTREAMING DURING BUDGET TALKS TO PREVENT OFF-CAMERA DEALS

MANILA, Philippines — Senator Panfilo “Ping” Lacson is calling for continuous video coverage throughout the budget negotiation process, insisting that cameras should remain active even when formal proceedings are suspended to maintain public transparency.

During a Senate Committee on Finance hearing on Monday, October 26, Lacson advocated for total livestreaming transparency for the upcoming 2027 national budget bicameral deliberations, pointing out potential loopholes observed during past legislative sessions.

Reflecting on previous budget cycles that initially seemed open before shifting behind closed doors during recesses, Lacson pointed out to panel chairperson and Senate Senior Majority Leader JV Ejercito that informal, private negotiations often happen off-air.

“Ang problema, pag nagsu-suspend, bulungan na naman ng bulungan doon sa corner,” Lacson stated.

To counter this, he proposed that recording devices stay turned on during breaks so that all side conversations remain visible to the public.

“So let me suggest na maski suspended, huwag nang patayin yung camera. Para sa ganoon, open na rin yung bulungan,” he added.

According to the lawmaker, maintaining visual coverage through every stage of the meeting allows citizens to properly monitor how final compromises are shaped. Furthermore, he encouraged civil society organizations to actively take part in observing the committee sessions to reinforce financial oversight.

Describing the upcoming legislative task ahead, Lacson noted, “Medyo madugo ‘yung bicam na ito,” as lawmakers prepare for tough compromises over conflicting provisions in the House and Senate spending bills.

The bicameral conference committee ultimately decides the distribution of state funds and project priorities before the final spending measure is sent for congressional approval.
