MARITIME AUTHORITIES SUSPEND MOTORBANCA CERTIFICATE AND CREW CREDENTIALS FOLLOWING CAGAYAN SINKING

Transportation Secretary Vince Dizon has ordered the immediate suspension of the Cargo Ship Safety Certificate for the motorbanca MBca “Rose Marie 1,” following its recent sinking off the waters of Dalupiri and Fuga islands in Cagayan.

The directive, which also suspends the Seafarer’s Identification Books of the captain and crew, was issued in line with presidential mandates to enforce rigorous maritime safety standards, safeguard passengers and crew, and prevent future maritime accidents.

Official documents released by the Maritime Industry Authority (MARINA) Regional Office 1 & 2 on October 31 halt all operations for the vessel—owned and operated by Floresanto D. Lagat—pending a comprehensive investigation and seaworthiness inspection.

The credentials of Boat Captain Ryder John Lagat, Motorman James Duero, and crew members Santiago Duero, Jordan Castillejos, Rendentor Navarro, Robinson Tabieros, Sammy Suares, and Rams Escalante were likewise suspended under relevant MARINA administrative rules.

Furthermore, MARINA served a Show Cause Order giving the vessel operator a 10-day window to explain why administrative penalties or fines should not be applied regarding the incident, which has been officially categorized as a Serious Marine Casualty.

Initial findings suggest that the October 31 capsizing stemmed from a potential failure to properly secure the vessel’s cargo of large cattle, which may constitute a violation of its Certificate of Public Convenience terms.
